    Abstract:

    The power sector may have great influence on environmental performance, which has to be monitored and evaluated. Based on a DEA environmental performance evaluation model, this article utilized slack variables of input, desired output and undesirable output to build a normalized general performance evaluation model. The power exchange between areas makes input and output of the power sector unmatched and thus difficult for further calculation. To solve this, the static and dynamic model of environmental performance was proposed. It provided methodology for the further analysis on patterns of environmental performance in power sector and influential factors. The proposed models were applied to analyze the environmental performance of the power sector of 30 provinces in China from 2006-2010. The results have shown that provinces with higher consumption eco-efficiency often present higher generation eco-efficiency; the proportion of thermal power is a key factor to environmental performance of the power sector; the developed provinces and provinces with a low proportion of thermal power have better scores in relative eco-efficiency; the environmental performance of the power sector in China keeps improving during the investigation time period; and the development of environmental technology is the main contributor to environmental performance improvement.
