Because of the multiple characteristics of t-blocking sets in finite projective spaces，we can not get the precise value in a general t-blocking set．There is a famous Ball theorem dealing with the lower bound of the t-blocking set．This article has improved the conditions and conclusion of Ball theorem and we have obtained a new lower bound of t-blocking set in the PG(2,q)．
